A chartered national employers' federation representing Romanian industry since 1903. We mobilise consortia, structure finance, and deliver projects of national scale under one institutional roof, in representation of U.G.I.R. 1903 and the Romanian Export Council.
An Institution
Carpathia Evergreen is a chartered federation of employers under Romanian law — the institutional instrument through which the Federation's organised national industry, Romania's foreign-trade apparatus, and the European Union's regulatory and financial architecture are mobilised in service of projects of state significance. The Federation extends to the Republic of Iraq the full institutional weight of this European framework: a single, sovereign-backed gateway through which European industrial capacity, EU-standard project finance, and Swiss-aligned quality assurance meet Iraq's national development priorities — in the manner befitting relations between an established European institution and a sovereign partner state.
Industrial Anchor — U.G.I.R. 1903
Among the oldest employers' confederations on the European continent, and the successor in fact to organised Romanian industry since the early twentieth century. It represents national industry, domestic capital, and Romania's industrial interests within the European framework.
Sovereign Export Pillar
The National Export Council and ARICE form the public-private backbone, coordinated by the Prime Minister's office. ARICE is the coordinating institution of Team Romania within the EU's Global Gateway programme, with payment secured by the EIB, EBRD, KfW and AFD.
Operational Vehicle
Carpathia Evergreen centralises and coordinates business opportunities, builds and manages essential infrastructure for economic development, and delivers projects across every major production and service sector — backed by thirty years of global trade partnerships.
Swiss Alliance
Through the established Swiss–Romanian chamber relationship, Swiss financial discipline, technological standards, and strategic structuring are embedded directly into joint ventures and cross-border projects.

On 27 January 1903, the industrialists of Romania convened in Bucharest and founded the General Union of Romanian Industrialists. Within a short time it became one of the most important employers' confederations in Europe — a complex of economic, financial and industrial power built around Romanian industry and domestic capital.
The Society "Industria" is formed — the origin of the organised industrial movement in Romania.
27 January — the General Union of Romanian Industrialists is founded in Bucharest.
U.G.I.R. writes the economy of a nation: the Costinescu Customs Code, the Law for the Encouragement of Industry, the Trade Consortium, Industrial Credit, and the Sinaia Club for analysis and forecasting.
At the Geneva Labour Conference, U.G.I.R. defends the free market against the directed economy.
The Palace of U.G.I.R. is raised in Bucharest — Str. George Enescu 27–29 — an Art-Deco headquarters in Deva travertine, financed entirely by the contributions of its own members. It remains the Union's own property to this day.
U.G.I.R. opposes the planned nationalisations and submits its own programme for the economic relaunch of Romania.
8 November — the communist authorities dissolve U.G.I.R. and confiscate its entire patrimony, including the Palace.
November — the member firms that survived the passage of time resolve to resume the activity of the historic Union, under the name U.G.I.R.-1903.
By civil judgment no. 4238, the court recognises U.G.I.R.-1903 as the continuator of the 1903 institution — and the rightful heir to the Palace.
The Union was dissolved and its property seized. The companies that survived brought it back — and recovered its house by judgment of the court. Governments changed. The institution did not.

U.G.I.R. 1903 defines itself as a strong employer institution representing the real force of Romania's modern economy — a promoter of a market economy built on competition, creativity and social partnership, and an advocate for Romanian industry and domestic capital within the process of European integration.
Its stated mission spans four commitments: helping shape Romania's economic and industrial development strategy; defending legislative stability and a predictable, investment-oriented fiscal environment; taking an active part in Romania's European integration and the application of the EU acquis; and building labour relations that reward creativity and professional competence.
